NOTICE OF PUBLIC INFORMATION MEETING AND INTENT TO FILE

         

Please take notice that OneEnergy Development (OED, located at 2003 Western Ave., Ste 225, Seattle, WA 98121, will be holding a public informational meeting regarding the proposed Basswood Solar Project (Project) on April 5, 2021 from 5:30 PM to 6:30 PM. Due to the ongoing COVID-19 pandemic, the meeting will be held via video and teleconference per State of Maine guidelines. The purpose of the meeting is to inform and gather feedback from the public about the Basswood Solar Project, a proposed 4.5-megawatt (MW) ground-mounted solar electric generation facility located at 1104 Eastern Avenue (north of Eastern Avenue, and along the eastern side of the Holden/Brewer municipal boundary). The Project footprint will encompass approximately 25-acres, including the solar array, driveway, electric inverter units, safety fencing, and overhead and underground powerlines. Electricity generated by the Project will be routed through a series of underground and overhead electrical cabling that will connect to the Versant Power electric grid on Eastern Avenue.

Following the public informational meeting, on or around April 15th, 2021, OED intends to file for required land use permits with the Maine Department of Environmental Protection (MDEP) pursuant to the Site Location of Development Act, 38 M.R.S. §§ 481-490, the Natural Resources Protection Act, 38 M.R.S. §§ 480-A to 480-JJ, and Section 401 of the Clean Water Act, 33 U.S.C § 1251 et. Seq.

A request for a public hearing or a request that the Board of Environmental Protection assume jurisdiction over this application must be received by the MDEP in writing, no later than 20 days after the application is found by the MDEP to be complete and is accepted for processing.  A public hearing may or may not be held at the discretion of the Commissioner or Board of Environmental Protection. Public comment on the application will be accepted throughout the processing of the application.

The application will be filed at the MDEP’s office in Bangor. The public may request an electronic copy of the application by calling the MDEP Bangor office. A copy of the application may also be seen at the Holden Town Office following filing.
