The Code Enforcement Officer for the Town of Holden, performs technical and administrative work necessary to enforce, in a uniform and equitable manner, all municipal codes, zoning ordinances and other applicable federal and state regulations within the Town’s jurisdiction.
Essential Duties and Responsibilities
- Reviews plans submitted with building permit applications to ensure compliance with the appropriate municipal, state, and federal ordinances and regulations.
- Evaluates building, plumbing, and demolition applications and issues permits to applicants who have met all pertinent requirements.
- Determines that construction is in compliance with appropriate municipal, state, and federal ordinances and regulations.
- Performs building and housing inspections, including plumbing, heating and health, for the Town. Ensures structural and fire safety, sanitation, and other standards and requirements according to established inspection procedures.
- Issues Certificates of Occupancy.
- Investigates potential code violations, including building, plumbing, sanitation, and zoning; initiates corrective action where appropriate.
- Develops and enforces rules and regulations; initiates legal action in relation to enforcement of municipal codes and ordinances to ensure compliance, as appropriate; prosecutes zoning violations in consultation with the Town Attorney.
- Analyzes municipal codes and zoning ordinances and makes suggestions for revision when necessary.
- Serves as a resource for property owners, legal representatives, financial institutions, realtors, developers, and other concerned parties with regard to the Town’s land use Ordinances and Code information.
- With the assistance of the Town Clerk and staff, calculates and collects fees in connection with transactions of the Office; establishes and maintains record keeping for applications submitted, permits granted or denied, variances granted or denied, revocations of permits, appeals, court actions, violations investigated, and all relevant financial matters.
- Provides staff support to the Planning Board, Board of Appeals, Conservation Commission and attends Town Council meetings when necessary.
